The Secretary of State for Transport, Sir George Young, commenting on the PCA Select Committee report on Channel Tunnel blight, said: "The Government will respond fully to the Select Committee's report once we have had the opportunity to consider it in detail and the evidence published with it, some of which my Department had not previously seen. "The Government's view was that it was as a matter of Government policy that payments were not made for generalised blight, and not maladministration by civil servants. "Union Railways has discretionary compensation arrangements in place, once a specific route has been approved. Until a route is chosen, it is impossible to define a blighted area. "The Committee has suggested that it should be possible to distinguish a small number of cases of exceptional hardship. "However, neither the Committee nor the Commissioner could provide guidance on how this could be done. The Department's view is that it was impractical to isolate fairly a small number of cases. We will of course look at the matter again in the light of the PCA Select Committee report."
