triumph for the travelling public. The Court has accepted that the Franchising Director has acted properly in pursuit of his overall objective of improving railway services. I welcome the decision to allow the Franchising Director to proceed with the first tranche of franchises and look forward to his announcement of their award very soon. It is my strong belief that franchising of rail services is the best means of improving the quality of passenger services and reversing the long term decline in the use of the railways. This is the clear objective of the policy and is demonstrated in the new safeguards and protections for passengers on service levels, fares, through ticketing, discount tickets etc. "This judgement is bad news only for the opponents of our reforms."
