Mr John Swift QC, the Rail Regulator, said today :" The publication by Railtrack of its proposals for a Network Management Statement and the key performance indicators for the operation of the railway network for the first half of 1996 mark an important and positive step forward in Railtrack's accountability to train operators, passengers, freight users and the taxpayer.
"Each of these documents has been produced as a direct result of the Regulator's commitment to ensuring that Railtrack acts, and is being seen to act, as an efficient steward of the national rail network. And each document has been produced after close and constant liaison between the Regulator and Railtrack to ensure that the Regulator's own expectations have been met.
"I now look forward to the publication of the Network Management Statement in February 1997. The form and period of the Statement must, under Railtrack's Network Licence, be approved by me. Before giving that approval I shall require the Statement to cover the information needed by customers and funders for them to gauge the effectiveness of Railtrack's plans. I believe that the coverage of what is now proposed represents a major step forward compared with what has been available in the past."
