Chris Bolt, the Rail Regulator, commenting on Railtrack's Network Management Statement, published today, said:

"This is a key document informing the debate about the development of the rail network over the next decade. It will be a vital part of the consultation carried out by the Shadow Strategic Rail Authority on the type and level of services the network should provide. The SSRA's advice will be set out in an Assessment delivered to Government, which will in turn be a key input into the Regulator's Periodic Review of Railtrack's charges.

"I will be consulting train operators and Passenger Transport Executives to ensure that the statement contains adequate plans to meet their reasonable requirements. I will also shortly be appointing consultants to review Railtrack's costings and its assumptions about the scope for future efficiency."
