The Rail Regulator, Tom Winsor, has completed the restructuring of the Board of the Office of the Rail Regulator (ORR) with the appointment of Richard Gillingwater to the ORR Board as a non-executive director.
This follows the recent appointment of Peter Warry and the re-appointment of Professor Stephen Glaister, both as non-executive directors of the ORR Board. Mr Gillingwater is managing director of Credit Suisse First Boston (CSFB), where he is head of UK investment banking and also responsible for European country coverage and jointly responsible for European industry groups.
Welcoming the new appointment, Tom Winsor said: "Richard Gillingwater will bring particular strengths to the ORR Board at a crucial stage in the development of the railway industry, and I will particularly value the corporate finance perspective which Richard’s appointment will give us."
Mr Gillingwater joined CSFB in 1998 from Barclays de Zoete Wedd (BZW) where he was managing director and head of European investment banking. He has led a number of Government privatisations including Gencos II and British Energy. He is currently leading the CSFB team advising the Government on the possible public-private partnership of British Nuclear Fuels (BNFL). His appointment to the ORR Board is effective from 1 January 2000 and is for one year with a possible extension by mutual agreement.
In October 1999, Melanie Leech joined the ORR Board from the Department for Culture, Media and Sport (DCMS), where she was head of broadcasting policy, after moving to the DCMS from the Cabinet Office.
