The Association of Train Operating Companies helps passenger train operators to work together and achieve best practice. We work in partnership with Railtrack to run the National Safety Task Force, where board level directors share safety information and agree joint industry action on safety issues.

Safety has and always will come first on the railway. The industry takes safety extremely seriously and fully investigates every incident that occurs. There is an immediate investigation of all incidents involving SPADs (signals passed at danger) to a common standard.

Safety Systems on Trains

There has been a great deal of debate about the best safety system to use on passenger trains. The railway industry will co-ordinate a strategy to manage and develop train protection systems across the network.

The industry will be looking to find the best system of ATP (Automatic Train Protection). This is an advanced safety system which prevents trains passing red lights. Trials of a form of ATP called European Train Control System are going on in Europe, and trials of two more advanced systems are due to start shortly. If successful, they will provide the basis for a European Standard system for installation on the British network.

Meanwhile, TPWS (Train Protection and Warning System) will be installed at risk signals and on three out of four trains by the end of 2002, and on all trains by the end of 2003. This system causes trains to brake automatically if they are approaching a red signal above a safe speed (up to 75 miles an hour).

Promoting Best Practice

All the industry has signed up to ATOC's code of practice which issues national guidance on driver training - including core rules, practical handling experience, safety and SPAD awareness.

Train companies are undertaking a programme of reminder briefings for all drivers which emphasise the importance of good driving techniques, particularly defensive driving.

A nationwide confidential hotline has been set up, which will allows all rail industry staff to phone in any safety concerns and receive feedback.

Train Design

A code of practice has been created on the design of internal fittings. This seeks to minimise the effects of impact between people and, for example, seats, tables and luggage. Although voluntary, these design specifications have been met wholly or in part in all recent orders for new and refurbished trains.
