"Access charges are the single biggest expenditure for train companies. We want Railtrack to become an efficient, responsive and profitable company. In previous rounds of consultation we asked that Railtrack should share in the benefit of growth without reducing the incentive on train operators to run more trains. The Regulator has listened to us and we believe that his proposals will achieve these twin goals. The Regulator's provisional conclusions on a new track access contract, issued earlier this week, are equally important.
