The agreement - a Notice to Proceed - means that Virgin Rail Projects Ltd is the chosen bidder for the Service Provider contract. The Service Provider will support DfT throughout the design, manufacture, delivery, testing and commissioning of new 'Pendolino' rolling stock through to the end of the current West Coast franchise, on 31st March 2012. A 'Notice to Proceed' means that Virgin Rail Projects Ltd can now review and enter into Interim Lease and Interim maintenance contracts for the new rolling stock. Transport Minister Rosie Winterton said: "Passengers will see a 45% increase in long distance services because of the £8.8bn West Coast Main Line modernisation, but we want to secure improvements into the future too. This agreement is a key part of our future plans for the line." Notes to Editors: 1. An Invitation to Tender was issued to Govia Transportation Projects Limited and Virgin Rail Projects Limited on 2nd of June 2008. Invitation to Tender documents are on the DfT website 2. The value of the agreement is around £9.2m NPV and will be paid to Virgin Rail Projects Ltd from 1st August 2008 to 31st March 2012. 3. An agreement has been reached with Alstom so that they can begin the production process of new high speed tilting Pendolino trains and carriages which will deliver 7,420 additional seats on this busy rail route 4. The agreement with Alstom provides for 106 carriages which will create four new 11-car trains and will also lengthen 31 of the existing trains from 9 - 11 cars. These will be in full service by December 2012. 5. There is also an option to procure a further 42 carriages by early 2013 to meet rising passenger demand. This would mean lengthening the remaining 21 9-car trains from 9 to 11 cars. This option can be exercised by 2010 and would provide further additional capacity.
