Jacobs announced as Crossrail project representative

The Department for Transport (DfT) today announced that it has appointed Jacobs Engineering UK Ltd as the Project Representative for Crossrail following a competitive tender process.

The Project Representative is a team of highly skilled project management professionals who will provide oversight support to the project sponsors (DfT and Transport for London) to ensure that Crossrail Ltd will deliver the project on schedule, within budget and to the agreed standard.

Crossrail is Europe's largest construction project. When it is completed in 2017, it will be the biggest addition to the transport network in London and the South East for 50 years, providing passengers with 24 trains per hour in both directions through Central London at peak times

Commenting on today's appointment, Transport Minister Andrew Adonis said:
"When Crossrail is completed it will increase London's rail capacity by 10 per cent and bring 1.5 million new commuters within one hour's journey of the West End and City.

"Jacobs will bring a wealth of experience and expertise and will help us ensure that Crossrail is delivered on time and within budget."

The work of the Project Representative will involve reviewing reports, programmes and technical designs to ensure that the scheme, contributing at least £20 billion and an extra 30,000 jobs to the UK economy, will be delivered on time and on budget.

The appointment of a Project Representative is normal practice on any major construction scheme and the size of the team may vary over the life of the project to reflect the changing nature of work. For instance, design experts at the beginning may be replaced by tunnelling and construction experts as the project proceeds.

Nine shortlisted companies were invited to tender on 18 December following the issuing of a Contract Notice in the Official Journal of the European Union (OJEU) on 25 September 2008. The nine shortlisted bidders were:

1. ARCADIS AYH plc
2. Atkins
3. Booz & Company (UK) Ltd (with support from AECOM / Turner & Townsend)
4. Jacobs Engineering UK Ltd (with support from KPMG)
5. Mott MacDonald Ltd (with support from Ernst & Young / FirstCo)
6. The Nichols Group. Nichols Arup Joint Venture (with support from First Class Partnerships / NTTX Ltd)
7. Parsons Brinckerhoff Ltd (with support from Davis Langdon)
8. Parsons Group International Ltd (with support from Gardiner & Theobald)
9. Praxis High Integrity Systems Ltd (with support from unnamed technical services providers)

Crossrail will be the biggest construction project in Europe and will provide a major boost to the UK economy during the current economic climate as the Jubilee Line Extension did during the early 1990s.

Crossrail is beginning the process of recruiting the large numbers of staff that will be required to deliver the Project. At the height of construction in 2013/15, up to 14,000 people will be employed to build Crossrail.

Crossrail has been moving rapidly ahead and other recent progress includes:

* Core funding and governance arrangements signed between DfT, TfL and Crossrail Limited. Funding agreements have also been finalised with BAA, the Corporation of London and Canary Wharf Group.

* Appointment of Transcend as the Crossrail Programme Partner and selection of Bechtel Limited as Project Delivery Partner

* Compulsory Purchase Notices issued and property acquired at Tottenham Court Road with preparatory work now underway

When Crossrail opens in 2017 it will bring an additional 1.5 million people within 60 minutes commuting distance of London's key business districts, supporting regeneration across the capital, helping to secure London's position as a world leading financial centre, and cutting journey times across the city.

The Crossrail Act received Royal Assent on 22 July 2008, Crossrail's £15.9bn funding package was announced by the Prime Minister on 5 October 2007, and agreements were signed to underpin the funding and governance of the project on 4 December 2008.

Crossrail will run 118 km from Maidenhead and Heathrow in the west, through new twin-bore 21 km tunnels under central London to Shenfield and Abbey Wood in the east.
