Transport Minister Chris Mole today announced the appointments of Howard Collins and Neil Scales OBE as new Members of the British Transport Police (BTP) Authority.

Howard Collins has had over 30 years in the transport industry and is currently Chief Operating Officer of London Underground managing 12,500 staff and a budget of £690 million.

Neil Scales OBE has also had over 30 years in the transport industry and is currently Chief Executive and Director General of Merseytravel managing a workforce of around 1,000 and a budget of £250 millions.

The Authority’s role is to maintain and oversee a police force for the railways. The Authority was established on 1 July 2004 to enhance the status and public accountability of the BTP.

Notes to Editors

1. All members of the Authority are appointed in accordance with the Code of Practice issued by the Office of the Commissioner for Public Appointments.

2. These new members have been appointed for four years from 1 September 2009. Remuneration will be about £15,000 for a time commitment of 30 days per annum.

3. Howard Collins holds no other public appointments and has never been active in politics.

4. This is not Neil Scale's only public appointment. Aside from his work at Merseytravel he currently works with the Commission for Integrated Transport, the Low Carbon Vehicle Partnership and the North West Roundtable. He has declared no political activity.

Additional biographical details

Born in 1959 Howard Collins spent his early childhood in Trinidad in the West Indies Joined London Transport in 1977 as an Administrative Trainee and has worked in buses, DLR and London Underground in many Operational & Project roles before becoming Chief Operating Officer for LU in 2008.

Howard is a Fellow of the institute of Directors and obtained his MBA at the University of Westminster. Outside of work he has been a volunteer Motorcycle Instructor and examiner for the Kent County Council and is currently youth chair of Tunbridge Wells Rugby club. He is married with one Son.

Neil Scales OBE was born in 1956 and joined a craft apprenticeship with Sunderland Corporation Trust in 1972 until 1975. Since then he has had many transport related posts and became Director of Customer Services with Merseytravel in 1997. During this time he has managed too to complete an MSc at Sunderland University and an MBA at the Open University. Neil is married with two children and like Howard he too coaches a junior rugby team.
