Arriva Trains Wales was created to combine all the operators which had served Wales following privatisation, other than intercity services to England. A complex process of route transfers from other franchises resulted for a time in an intermediate ‘shadow’ franchise, Wales & Borders, before Arriva took over in December 2003. The franchise was influenced by the policy of the Welsh Government as well as the DfT in London.
The preferred bidder for the next franchise, KeolisAmey, was announced by the Welsh Government on 23 May 2018.
