The revised national Routeing Guide, which sets out passengers' rights to use the network flexibly, was today approved by the Rail Regulator.
The Regulator, John Swift QC, said, "In September last year I approved the first national Routeing Guide for an introductory period only, because I was concerned that a period of testing in service was necessary to ensure that it did not restrict reasonable routes any further than those in use prior to its introduction. I am now satisfied that this principle is firmly established, and that a formal appeals procedure will be established as part of the current review of the Ticketing and Settlement Agreement to ensure that any further anomalies which come to light can be rectified."
The Regulator also welcomed the fact that the Association of Train Operating Companies (ATOC) intend to make the Guide available for sale once printed copies are available. He said, "Of course ticketing and enquiry bureau staff can advise passengers about which routes are permitted, but it is important that those passengers who might wish to purchase a copy for their own use may do so, in the same way as they may purchase fares manuals."
Notes to Editors
1. The Ticketing and Settlement Agreement is the multi-operator agreement by which operators comply with their licence obligation in relation to the retailing and honouring of through tickets, inter-operator settlement and conditions of carriage in respect of through tickets. The Agreement is currently being reviewed through ATOC.
2. The Routeing Guide is produced by ATOC. They expect to have copies available for public sale by September. A copy of the Guide has also been placed on the Public Register of the Rail Regulator and can be inspected at ORR's Library. This is open to the public between 10am and 4pm on working days; members of the public are requested to make an appointment where possible, by calling the Librarian on 0171 282 2001.
