Chris Bolt said: "At the time the Passenger Upgrade 2 agreement with Virgin Trains was approved, Railtrack committed to providing 42 additional paths. Operators have told me that they do not believe Railtrack has credible plans to deliver this additional capacity. I consider that Railtrack may be in breach of its Network Licence, but I need further information from Railtrack before I can reach a view on this. I am therefore now asking Railtrack to provide me with its plans to do this, and to tell me how they have been developed since the commitment was made in April 1998."
