Deputy Prime Minister John Prescott has appointed the head of his new transport task force.

Willy Rickett (46), on loan from DETR to the Cabinet Office as Deputy Secretary, has returned to lead the Department's transport team. He is charged with drafting a ten year transport strategy. Mr Rickett has 25 years of experience in Whitehall, including a spell in Downing Street and in the City.

In a key speech last December the Deputy Prime Minister outlined his vision for a 10 year transport strategy and instructed Minister for Transport Gus Macdonald to take personal command of the DETR's integrated transport task force.

Mr Prescott said:

"I'm delighted that we have someone of Willy Rickett's calibre to head-up this key transport team. We are determined to create a transport system to rival the best in Europe. That's why I have asked Lord Macdonald to take personal control of this 10 year strategy. That doesn't mean waiting 10 years for something to happen, it means improvements year by year towards our goal.

"Willy has had experience at the highest levels in Whitehall including a two year stint as private secretary at No 10. He is used to getting things done and I am sure this new post will give him full range for his considerable abilities.

" I intend to maintain, as indeed I am charged to do, the strategic overview while Willy and his team will work with Lord Macdonald on the detail of our 10 year strategy."

Brief biography of William Rickett
Joined the Department of Energy in 1975. From 1981 to 1983 he served as Private Secretary to the Prime Minister.

Then went on loan to Kleinwort Benson Ltd, a city merchant bank, where he worked on corporate finance.

Returned to the Department of Energy on promotion to Assistant Secretary in 1985 at age 32. Was put in charge of electricity privatisation in 1987 and worked on this until the privatisation was complete in 1990.

Then promoted to Under Secretary and put in charge of the Energy Efficiency Office (EEO) transferred with the EEO to the Department of the Environment when the Department of Energy was abolished in 1992.

Was Director of Finance in DoE from 1993 to 1997 and Director of Town and Country Planning from 1997 to 1998.

Was then promoted to Deputy Secretary and made Head of the Economic and Domestic secretariat in the Cabinet Office, working closely with No10 on issues like welfare reform, energy policy, public spending etc.
