The Scottish Government suspended the franchising system in April 2020.

The franchise on this page then ceased to exist on normal commercial terms and was replaced by an Emergency Measures Agreement, which guaranteed an income to the operator and removed commercial risk.

The Scottish Government announced on 18 September that its EMAs would be extended from 20 September 2020 to January 2021. The ScotRail contract has now been terminated, and Caledonian Sleeper will return to public ownership in June 2023.
