A replacement franchise covering the same service area as the previous contract, but owned only by FirstGroup. The franchise included new rolling stock. The original end date of 1 April 2023 could have been extended by up to 26 reporting periods (104 weeks).

This franchise was replaced by a standard Emergency Measures Agreement in March 2020 and then by an Emergency Recovery Measures Agreement in September 2020.

The ERMA was replaced in turn by a National Rail Contract in May 2021.
