The award was devolved to the Welsh Government, which has followed a ‘not for profit’ rail model. A shortlist of four Operator and Development Partners was announced by the Welsh Government on 13 October 2016. They were Abellio Rail Cymru (Abellio in partnership with Carillion), Arriva Rail Wales/Rheilffyrdd Arriva Cymru Limited, KeolisAmey and MTR Corporation (Cymru) Ltd. On 30 October 2017 it became known that Arriva Rail Wales/Rheilffyrdd Arriva Cymru Limited had withdrawn from the competition.
