Transport for London is a statutory authority, created by the Greater London Authority Act 1999, s154(1).
It replaced London Regional Transport in stages. The final handover was the transfer of London Underground Ltd from LRT to TfL on 15 July 2003. TfL is responsible for carrying out the transport policies of the Mayor of London, under the guidance of the Transport Commissioner for London. It manages most transport systems in the Greater London area with the exception of National Rail services and airports. It awards concessions to operate the Docklands Light Railway, London Overground and London Tramlink, and contracts to operate bus services. London Underground is directly operated and maintained through subsidiary companies of TfL.
